Asia Manufacturing Expands, But Central Banks Stay on Guard

SINGAPORE—Factory output in Asia's manufacturing centers expanded in April but at a slower pace, suggesting some central banks in the region will stand ready to shore up growth in months to come.

HSBC's purchasing managers' index for Taiwan fell to 51.2 last month from from 54.1 in March, as weak demand from Western economies continued to keep exports in check.

In Korea, the HSBC PMI measure was virtually flat at 51.9, versus 52.0 in March.

A reading above 50 indicates manufacturing activity expanded, while a result below 50 points to contraction. April marked the third straight month of expansion for Korea's manufacturing sector.

HSBC economist Ronald Man said domestic demand and Chinese demand are keeping Korean factories churning even as demand from European and U.S. economies remains slack.

Factory Activity Picks Up Steam

"On the external front, easing by key trading partners, such as China, is filtering through to higher demand for Korean goods," he said.

The figures come after data Tuesday showed improving health in U.S. and Chinese manufacturing. China's official PMI came in at 53.3, missing the consensus forecast of 53.6 but still up from March's reading of 53.1. A competing China survey by HSBC, released Wednesday, was at 49.3 in April, improving from March's 48.3.

But the readings from Korea and Taiwan suggest central banks in those countries will remain ready to support growth if global conditions deteriorate. The Bank of Korea left rates unchanged in April for the 10th month running but a benign inflation outlook gives the BOK room to ease policy ahead, Capital Economics said earlier this week.

The Korea and Taiwan factory readings "have somewhat cooled our ardor with respect to the Asian recovery," said Simon Flint, head of FX strategy at Nomura. "That said, this is only one month's worth of data and runs contrary to the positive data surprises we'd seen pretty much everywhere other than Korea during the course of the first quarter."

Fears of a dramatic downturn in China, and the domino effect that would have throughout the region, have mostly receded. But it's clear that most central banks in Asia-Pacific remain concerned that growth could slow further. The Reserve Bank of Australia this week slashed its policy rate by half a percentage point, wary of slowing Chinese growth.

However, inflation remains a risk in some parts of Asia. Singapore tightened monetary policy last month as a burgeoning property market threatens to push inflation above the comfort zone.

Meanwhile, output and input prices in India rose in April as manufacturing activity picked up pace, according to HSBC's India PMI measure released Wednesday. The gauge rose to 54.9 from 54.7 in March.

In view of the quickening pace of inflation, HSBC economist Leif Eskesen warned that the RBI's half-percentage-point rate cut in April may have been premature.

More broadly, HSBC economists said global food and energy prices have recently subsided but remain elevated and could spike up again as demand recovers.
