NYSE on Track to Lose More ETF Listings

The exchange, long the dominant venue for such products, is facing increased competition from Bats, Nasdaq

The New York Stock Exchange, long the dominant listing venue for U.S. exchange-traded funds, is on track to lose ETF listings for a second straight year as competing exchanges vie for a larger slice of the fast-growing industry.

This week, 50 ETFs from BlackRock Inc.’s BLK -1.03% iShares lineup left NYSE’s Arca trading platform for the competition. Nasdaq Inc. NDAQ -0.15% picked up 20 of the listings worth $124 billion, and Bats took the remaining 30 worth $116 billion. The defections include the $33.1 billion iShares Core MSCI EAFE ETF and the $13.5 billion iShares Edge MSCI Min Vol USA ETF . USMV -0.18%

BlackRock’s moves, announced in late June, are part of the firm’s efforts to diversify its listings venues.

BlackRock and other issuers began to spread their ETFs across multiple platforms following two high-profile market failures two years ago, including an hourslong New York Stock Exchange outage in July 2015 and, the next month, a series of trading halts that caused ETFs to veer from the value of their underlying assets.

So far this year, one of the BlackRock’s nine new listings have gone to NYSE Arca, which remains the home for 209 of 343 of BlackRock’s U.S.-listed ETFs.

The industry’s move to spread out their ETF listings was bound to cut into NYSE Arca’s business because it remains the largest ETF exchange. After this week’s switch-overs, Bats, part of CBOE Holdings Inc., has 221 ETF listings, and Nasdaq has 373.

NYSE Arca listed 1,518 ETFs as of June, according to company records. NYSE’s ETF listings peaked at 1,574 in December 2015 but fell to 1,510 at the end of last year. An NYSE spokeswoman said Wednesday that they have 1,504 ETF listings.

The primary value of ETFs is trading revenue, not listings fees. Bats has made substantial inroads in ETF volumes in recent years and is frequently the market leader, with NYSE not far behind and sometimes taking the top spot.

While ETFs can be bought and sold on any exchange during the day, trading reverts to the listing exchange at the beginning and ending of the trading day. Those few seconds, known as auctions, are some of the busiest and most profitable for exchanges, with trading fees paid by both buyers and sellers, and fewer rebates.

As the largest listing exchange for company stocks and ETFs, NYSE has an outsize advantage in auction trading, an advantage Bats is trying to cut into. Bats has asked the U.S. Securities and Exchange Commission for permission to create a cheaper alternative to the end-of-day auctions that could draw trading away from the listing exchange.

Both NYSE and Nasdaq have urged the SEC to reject Bats’s proposal. The SEC has until Aug. 20 to approve the plan, reject it or open deliberations that could last for months.

Things to Watch in the July Jobs Report

The Labor Department releases its July employment report Friday. Economists surveyed by The Wall Street Journal expect employers added 180,000 jobs and an unemployment rate of 4.3%.

Through the first six months of the year, employers added 180,000 jobs a month, on average. Economists project July hiring exactly matched that pace. And job creation this year, through June, nearly mirrored last year’s rate. Bottom line: While month-to-month numbers vary, the pace of job creation has been steady. That’s impressive against expectations for hiring to slow as the unemployment rate falls. Economists surveyed say the economy needs to add 128,000 jobs each month to absorb new entrants into the labor market and prevent the unemployment rate from rising. Hiring has remained well above that break-even rate.

The unemployment rate is expected to tick down to match May’s 4.3% rate as the lowest in 16 years. The rate suggests the economy is near full employment, or the point at which nearly all workers who want a job found one and the remaining unemployed reflects the natural churn in the labor market. Watch the composition of the rate. By education, the jobless rate for those with a high-school diploma or less has trended down over the past year, while the rate for college grads has held steady. That helps explain why workers near the bottom of the income spectrum are seeing wage increases even though overall wage growth has been sluggish.

Workers’ wages have been stuck in a pattern of slow but steady growth. Average hourly earnings have increased about 2.5% from the year-earlier period for more than year. Wages for nonmanagers have risen a tad slower. Many economists expect wage growth to accelerate in a tight labor market, though low inflation, weak productivity gains and overall sluggish economic growth makes it difficult for employers to hand out larger raises. Adjusted for inflation, wages grew at a better pace than their 30-year average in the year ended in June, but those gains are not as strong as they were a year ago.

Somewhat under the radar, the share of prime-age workers, those between 25 and 54, in the labor force edged up since touching a post-recession low in the summer of 2015. Overall labor-force participation, including teens and seniors, is expected to decline in the coming years as older Americans retire. The bounceback among prime-age adults suggests a tightening jobs market is drawing back some of those on the sidelines, though the rate is still down from prerecession levels.

While the jobless rate has bested the prerecession low and overall payrolls long ago reached a new peak, a broader measure of unemployment that includes discouraged workers and those stuck in part-time jobs has remained stubbornly elevated. The rate, known as the U-6, has edged down in recent years to 8.6% in June, well below its post-recession peak of more than 17%. But the measure is still above the prerecession low of 8% in March 2007, and well elevated compared with lows touched in the early 2000s. The large share of the labor force working part-time but seeking full-time work provides part of the explanation.
