France Recognizes Libya Rebels, Gadhafi Forces Advance
Government Forces Pull Together and Officials Lobby West Against Intervention

By MARGARET COKER and SAM DAGHER in Tripoli,CHARLES LEVINSON in Benghazi, and DAVID GAUTHIER-VILLARS in Paris
WSJ's Jerry Seib and Neal Lipschutz report with a stalemate looming in Libya between Gadhafi-backed forces and rebels, the U.S. and its allies still have a No-Fly Zone on the table to potentially force a peaceful governmental transition.
.TRIPOLI—Col. Moammar Gadhafi's government suffered a series of diplomatic setbacks Thursday—with France formally recognizing Libya's main opposition group, the U.S. saying it will hold talks with the rebels, and European nations extending sanctions on the Libyan government and its banks.

Forces loyal to Col. Gadhafi, meanwhile, pressed ahead in offensives against rebel-held towns. Rebel forces retreated from the strategic oil port of Ras Lanuf on Thursday, speeding back to opposition territory by the hundreds as Col. Gadhafi's army pounded the town with artillery, the Associated Press reported. The government also remained in control of the central square of Zawiya, west of the capital, after recapturing it from rebels Wednesday.

French President Nicolas Sarkozy, left, gestures as he bids farewell to Ali al Essawi, right, and Mahmud Jibril, center, of the Libyan National Transitional Council, after a meeting with these two envoys from Libya's opposition, at the Elysee Palace, Paris, Thursday.
.France on Thursday became the first country to formally recognize the Libyan National Council, the main opposition force to Col. Gadhafi, as the "legitimate representative of the Libyan people."

France will send an ambassador to Benghazi, the Libyan coastal city where the council is based, and the council will appoint an ambassador to Paris, a spokesman for France's President Nicolas Sarkozy said.

The U.S., meanwhile, said it was suspending relations with the Libyan embassy in Washington. Secretary of State Hillary Clinton told lawmakers on Thursday that she would meet with members of Libyan rebel groups next week as part of a Middle East visit that will also include visits to Egypt and Tunisia to express the Obama administration's support for the "transition to a genuine democracy" in those countries.

The diplomatic blows for Col. Gadhafi's government came as European Union foreign ministers and North Atlantic Treaty Organization officials are holding meeting in Brussels to consider options for intervening in the conflict between rebels and pro-Gadhafi forces in the North African country.

Officials in Libyan rebels' de facto capital of Benghazi said France's recognition of their provisional government was a major diplomatic victory. "Now we are not alone," said Iman Bugaighis, a spokeswoman for the rebel government.

"This is just the first step, a sign of the direction things are moving," said Ms. Bugaighis. "This is the first declaration of legitimacy from a member of the U.N. and a member of the EU and one of the countries which have a major role in shaping international politics."

Ms. Bugaighis said the rebels' top diplomatic priority is persuading Washington and other members of the United Nations Security Council to recognize their government and endorse a no-fly zone to keep Col. Gadhafi's air assets from continuing to bomb rebel forces.

To press Col. Gadhafi's case that the imposition of a no-fly zone and asset freezes would make it hard to resolve the situation, a Libyan envoy Thursday met with Greece's deputy foreign minister and the ministry's secretary-general, a day after similar talks were with Portuguese, Egyptian and Maltese officials.

.But defense ministers and many other EU foreign ministers and leaders have declined to meet with Libyan government envoys that have traveled to Europe, according to a senior diplomat. NATO said it had started round-the-clock surveillance of the air space over Libya.

While it struggles to minimize the impact of the latest international moves, the Libyan government has held its military forces together as it continues to press its offensive against the rebels.

Opposition forces fled eastward in cars and pickup trucks mounted with machine guns Thursday in their retreat from the oil port of Ras Lanuf. One said government forces were raining rockets or tank shells on the city in what appeared to be preparation for a full-scale advance.

.Shells fell near a hospital in the city and hit a series of residential buildings as Col. Gadhafi's tanks moved further along Libya's main Mediterranean coastal road than they have been since the rebels seized most of the country's east, the AP reported.

U.S. officials said they don't believe Col. Gadhafi has the upper hand, but the recent developments mean the rebel advance is now uncertain, putting pressure on NATO and Western governments that are considering imposing a no-fly zone over Libya.

Government forces seized control of the downtown city square in Zawiya, 30 miles west of Tripoli, from opposition fighters Wednesday afternoon, government officials said. The patch of land had become symbolic ground for rebels, who had held it for two weeks.

It was uncertain how firm a grip government forces had on the square. Officials refused to allow foreign journalists in Tripoli to travel to the city, where telephone, Internet and electricity have been off for days.

The key to Col. Gadhafi retaining his hold on power is the established brigades of elite soldiers as a "regime protection force" designed to guard against a coup by the conscript forces of the regular army, U.S. officials said. Col. Gadhafi's forces also have the advantage of a monopoly on air power.

.In other fighting, a diesel storage tank exploded at the Sidr oil facility Wednesday, 360 miles east of Tripoli, sending thick smoke into the air.

Shukri Ghanem, the chairman of Libya's National Oil Corp. and Libya's de facto oil minister, said the explosion didn't damage any key oil installations. He didn't comment on the cause of the explosion.

Fighting in the country has reduced Libya's oil output to 500,000 barrels a day from 1.6 million barrels before the conflict broke out, according to Mr. Ghanem. Libya canceled a crude-oil shipment that China International United Petroleum & Chemical Corp., or Unipec, was supposed to load at Libya's Sidr oil terminal, a person familiar with the matter said Thursday.

The EU on Thursday formally adopted a decision to extend sanctions on Libya to five new entities and one additional individual, the European Council's rotating presidency said. The statement didn't list the new entities or the individual.

However, it was widely expected to include Libya's sovereign-wealth fund and central bank. A spokesman for the rotating Hungarian presidency also declined to comment on which entities have been added, but said they will be listed Friday when the sanctions are published in the EU's official bulletin. The broadened sanctions will be effective once the bulletin is published.

Rebels fought government forces near Ras Lanuf, as a natural-gas facility burned. Libya's oil minister said an oil facility was damaged Wednesday.
.Germany's economics ministry said it has frozen "billions" in additional assets belonging to the Libyan government and its banks. The ministry said in a release that it had acted on Wednesday together with Germany's finance and foreign ministers and the German Bundesbank to freeze assets held here belonging to Libya's central bank, the Libya Africa Investment Portfolio, the Libyan Foreign Bank and the Libyan Investment Authority.

Those institutions "no longer have these funds available to them," the ministry said, adding that "the measures blocked billions in assets."

"The measures taken yesterday are a clear reaction to developments in Libya," Economics Minister Rainer Bruederle said. "The brutal repression of Libya's freedom movement can no longer be financed with money held in German banks."

Household Net Worth Rises

By ANDREW ACKERMAN And JEFFREY SPARSHOTT
The net worth of Americans rose toward the end of last year as stock market portfolios surged, and overall household debt declined as mortgage liabilities waned.

In its "Flow of Funds" data, the Federal Reserve on Thursday said U.S. households' total net worth rose 3.9% during the October through December period to $56.823 trillion.

Net worth represents total assets such as homes and stock portfolios, minus liabilities like mortgages and credit card debt. Rising stock market assets offset declines in real estate holdings in the third quarter, the Fed report showed.

The Fed report also said total debt in the U.S. non-financial sectors grew 5.1% in the fourth quarter, boosted by increased government and business debt.

Household debt fell by about 0.5%, the 11th straight quarterly decline. Home mortgage debt fell 1.25% while consumer credit rose 2.0%.

Another Fed report this week showed that consumers added to their non-mortgage debts for the fourth-straight month in January, driven by loans for autos, boats and education. But credit-card debt fell to a new six-year low as consumers continued to pay down debt or default on loans.

U.S. consumers have been ramping up their purchases of big-ticket items, though the economy has remained relatively weak--held back by a troubled housing market and high unemployment.

The "Flow of Funds" report Thursday said household net worth edged up to about 4.9 times disposable personal income in the fourth quarter from about 4.8 times income in the third quarter.
